How to enable differential privacy in iOS 10?

I did not see anything more recent in Google that the two above hits so it may have changed in the public release

As far as I know, there isn't an explicit setting for enabling only differentially private data collection. Differential privacy is used if you opt-in to sending diagnostics and usage data, to Apple or to App Developers, as evidenced by the text mentioning differential privacy in the "About Diagnostics & Privacy" and "About App Analytics & Privacy" explanations.
